He was born September 6, 1929 in Pittsburgh to the late John N. and Mary E. (Conner) Riscoe. Hugh served his country during the Korean War in the US Army, achieving the rank of Sargeant. Hugh volunteered to be sent to the front line to fight with his comrades. He was very proud of his service to his country. Returning to the States, he was reunited with his loving wife of 5 years at that time, with whom he has proudly spent 75 happy years. He worked for Hahn Furniture Company as a Warehouse Supervisor for over 35 years. Hugh was a member of the West Deer American Legion Post 593, recently receiving his 60-year member recognition. He enjoyed golf, bowling, traveling to the casino and playing cards with his friends, always wearing his red socks for good luck.
